About the ETP: California Funding for Training


What is the ETP?

A division of the California Employment Development Department (EDD), the ETP was established in 1982 by the California legislature. The ETP disperses funds for training that are mandated by the California State Legislature and specifically targeted for companies to increase their efficiency and lower costs to meet the pressure of competition from out-of-state companies.

One tenth of one percent of the first $7,000 income per employee collected from California unemployment insurance taxes goes to fund the Employment Training Fund (approximately $60 million to $100 million per year). The State Legislature is determined to maintain a viable economic climate by encouraging businesses to adapt to a high performance workplace.

Although commonly known as a California ETP Grant, the ETP Program is actually a "performance based contract". Your company would earn the funding by providing and attending the training.

ETP Mission Statement

The Employment Training Panel is a significant economic development tool for business attraction and business retention. ETP will work in partnership with business, labor and government to provide funds for training California's workforce in the skills necessary for businesses to remain viable and compete in the global economy, while providing workers with reasonable wages and secure employment.


ETP Reimbursement Structure

The ETP funding is performance based. In general, the ETP has three levels of reimbursement:

  1. The ETP will reimburse your company per employee per hour for any classroom or laboratory training that is provided by an out-sourced training provider (subcontracted vendor).
  2. The ETP will reimburse your company per employee per hour for any classroom or laboratory training that is provided internally, instructed by company personnel.
  3. The ETP will reimburse your company per employee per hour for certain kinds of computer-based training (CBT).
